Shall the Delta City Council be authorized to sell, transfer, or convey all or a portion of certain city-owned property comprising of 115.2 acres located at 1679 H75 Road, Delta Colorado, parcel nos. 345507100002, 345507100009, & 345508200006, and at 1699 H38 Road, Delta Colorado, parcel no. 345507100001, and generally known as Cottonwood Park and Riverbend Park, respectively, on terms and conditions to be approved by the City Council, provided that the sale price shall be not less than $4,575/acre if the closing of the sale occurs on or before December 31, 2019, or otherwise the minimum sale price shall increase by five percent (5%) over the prior year's minimum price; further provided that the sale price shall be payable either in cash or by transfer to the City of real property of equivalent or greater value as determined by a licensed appraiser; and further provided that this authorization shall expire if the closing of the sale has not occurred by December 31, 2024?
