Without increasing any taxes, shall the Delta City Charter be amended to change certain restrictions on the exercise of powers of the City Council as follows:
Section 127 of the Charter: 127. Contracts for Service. All contracts for service with the holder of any such franchise shall be made by ordinance, the terms of which shall be agreed to in writing by said holder prior to the passage of such ordinance. Section 141 of the Charter: 141. Contractual Powers. The Council may enter into contracts or to make lease of City property in such form and manner as determined by the City Council to be in the best interests of the City. The City Council by ordinance shall have the power to sell real estate and real property of the City which is found by the City Council not to be presently used or presently needed for any public purpose. The Council shall have no power to sell, abandon, grant, or otherwise dispose of any title or right of the City to any water works, ditches, gas works, electric light plant and works, or other public utilities, public buildings, or real property used or held for park purposes, until the question of said sale and terms and consideration thereof shall be submitted at a regular or special election and approved by a majority of the voters casting votes on said issue at such election.
