Summary

Shall Delta County's taxes be increased by an estimated 2.9 million dollars annually to directly fund the urgent and critical public safety needs of the Delta County Sheriff's Office, City of Delta Police Department, Town of Cedaredge Police Department, Town of Hotchkiss Marshal's Office, and Town of Paonia Police Department by the imposition of a countywide Public Safety Improvement Sales Tax, effective January 1, 2020, at a rate of one percent (1% or one cent per dollar) on taxable transactions. The items exempt from this Public Safety Sales Tax shall include farm equipment and pesticides. All revenues generated from this Public Safety Improvement Sales Tax, together with all investment earnings thereon, shall be applied to exclusively fund the following public safety needs of the Delta County Sheriff's Office, City of Delta Police Department, Town of Cedaredge Police Department, Town of Hotchkiss Marshal's Office, and the Town of Paonia Police Department, in accordance with the distribution percentages and requirements of Delta County Resolution 2019-R-023. Public Safety needs: 1. Hiring, employing, training and equipping public safety personnel, including but not limited to, Deputy Sheriffs, Police Officers, Deputy Marshals and Investigators. 2. Conducting and preparing criminal investigations. 3. Addressing security, safety, operations and maintenancec costs at the Delta County Detention Facility and Dispatch Center. 4. Payment of fees, costs, operational expenses, supplies, equipment and capital expenditures relating to public safety. And furthermore, shall all revenues derived rom such countywide Public Safety Improvement Sales Tax, including investment earnings thereon, be collected, retained and spent in excess of the revenue or expenditure limitations contained in Article X, Section 20, of the Colorado Constitution or any other law, either as a voter-approved revenue change or as an exception to limits on revenues and spending?
